Tetra Tech International Development ( ) is currently accepting expressions of interest from qualified candidates for a Director of Administration and Finance position on a USAID-funded anticipated Multispecies Biodiversity Conservation Activity program in Bangladesh. This would be a full-time position based in Dhaka, Bangladesh for the full life of the project (anticipated five years).Position Description: The anticipated 5-year USAID-funded initiative titled Multispecies Biodiversity Conservation Activity (MBCA) seeks to improve the protection of key wildlife species and their habitats in Bangladesh. Targeted species may include but are not limited to Bengal tigers, Asian elephants, pangolins, turtles, tortoises, sharks, and rays. USAID has identified the following strategic objectives as areas of focus:1. Mitigate threats to wildlife and ecosystems,2. Reduced consumer demand for wildlife,3. Improved wildlife management and political commitment, and4. Enhanced safeguards and protection of natural resources and wildlife.The DAF will be responsible for the project’s administrative operations including finance, human resource management, contract/grants compliance, procurement, and office administration while ensuring compliance with local laws and USAID and Tetra Tech rules and regulation.Responsibilities:
  • Provide guidance to all project staff on complying with budgetary regulations of Tetra Tech and USAID;
  • Manage all financial aspects of the project including cash flow, expenditure tracking, and preparation of monthly financial reports in compliance with USAID and Tetra Tech requirements and regulations;
  • Provide financial and budgetary information to the Tetra Tech Home Office for USAID as needed;
  • Provide guidance and leadership for project compliance efforts including audit preparations;
  • Oversee project procurement process for goods and services, including drafting requests, analyzing proposals, drafting contracts, negotiating contracts and prices, reviewing contractual deliverables for quality, and preparing required documents;
  • Maintain human resources records for each employee including employment contracts, employment evaluation forms, and annual leave;
  • Participate in project grants under contract (GUC) processes as requested, including design, award, implementation, and closeout; and
  • Supervise project administration and finance team members.
Qualifications:
  • Bachelor’s degree in business administration, finance, accounting, or other relevant discipline required;
  • At least seven (7) years of experience providing administrative leadership and oversight to all aspects of development project operations – grants management experience highly desired;
  • Experience in contractual and financial oversight on USAID-funded projects of similar size and complexity highly preferred;
  • Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;
  • Accounting/Audit certifications highly preferred;
  • Familiarity with USAID’s grants under contract preferred;
  • Advanced Excel and QuickBooks experience required;
  • Professional fluency in written and spoken English required, proficiency in Bengali preferred;
