Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.GIZ Bangladesh is currently seeking applications for the position of “Security Risk Management Advisor” from candidates under GIZ Office Dhaka. The incumbent of this position will play a key role in ensuring the safety, security, and preparedness of GIZ staff, operations, and assets in Bangladesh. This comprehensive role ensures GIZ Bangladesh operates securely and effectively, fostering resilience and enabling uninterrupted project implementation even under challenging circumstances.Contract duration: Initially for two years with possibility of extensionBand: 4A. ResponsibilitiesThe position holder is responsible for:managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superiorassisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groupsadvise supervisor on all task when implementing GIZ rules and regulationadvise supervisor in the field of project`s planning, steering and monitoringindependently implement goals and requirements set by the line managermake decisions which have a short-term effect within a limited project area/ unitassist supervisor to identify day to day problem and suggest appropriate solutionB. The position holder is responsible for the following tasks:TasksSRM System ManagementEstablishing and Maintaining Standards: Co-develops and co-maintains the SRM system for GIZ in Bangladesh, while ensuring it aligns with GIZ minimum security standards (MSS), the country security risk assessment (CSRA), risk register, and internal rules and regulations.Documentation and Implementation: Develops documentation and information documents for the SRM structure, making it actionable for all staff members including security focal points, Core Team, and Country Risk Management Team.Policy Development: Develops and updates security policies and procedures tailored to operational needs and based on GIZ and industry standards.Focal Point for Security and Risk ManagementAs part of a tandem, serves as contact for selected security and emergency-related matters to the Country Director and the CRMT, also on their behalf.Acts as security and safety focal point for all GIZ Bangladesh staff including through security briefings and security roundtables.Holds the 24/7 emergency phone in rotation with the other SRMA and selected office staff.Coordinate, support and collaborate with project security focal points to address security needs and improvement plans.Information Management and AnalysisSituational Awareness: Has, spreads, and maintains an acute awareness of developments in GIZ's main locations through formal and informal contacts. Develops guidelines, and instructions to reduce risk exposure of the organization. Provides onboarding and visitor security briefing with latest information.Context Analysis Prepares, updates, and disseminates up-to-date country security and political analysis products for short and long term. Proactively conducts threat and incident assessment, drafts reports, threat warnings, advisories, etc.Networking: Builds and sustains formal and informal relationships among the civil society, think tanks, embassies, NGOs, INGOs, partner agencies, and government institutions to strengthen information networks.Risk Mitigation and AdvisoryDevelops risk mitigation strategies and security measures in advisories to the Country Director and managers in country.Assesses and advises on residential and office safety, security and emergency preparedness, and risk mitigation for the project implementation areas.Advises on the travel management and travel safety systems.Crisis and Emergency PreparednessCrisis Risk Assessment: Develop potential crisis scenarios and analyze triggers and indicators in support with HQ analysis team.Planning: Develops, updates, and maintain crisis management plan including Crisis Management Team, hibernation, relocation, evacuation, and risk-specific emergency preparedness plans.Leadership in Emergencies: Provide leadership on the incident/crisis management team in and for Bangladesh and continuously improve the crisis management system.Training and Exercises: Conduct workshops, drills and tabletop exercises for relevant stakeholders, covering incident, emergency, evacuation protocols.Digital and Technological ResponsibilitiesAlert System: Customise and operate the country team's Emergency Mass Notification System (EMNS) including through streamlined alert templates, alert protocols, headcounts, and staff lists. Liaise with the focal point at HQ and trouble-shoot user and operator problems in Bangladesh.Crisis Communication: Run and manage a communication system that allows staff to be reached in emergencies and crises. Test and maintain communication equipment periodically to ensure connectivity during crisis.Document Management: Oversee the SRM document management both for archival and SRM-internal systems as well as the information platforms and channels to all groups of GIZ Bangladesh staff.Additional DutiesPerform other security-related tasks assigned by the supervisor.Education Requirements:
Bachelor/Honors
Minimum Bachelor's degree in one of the following subjects: International Relations, Criminal Justice, Political Science, Risk Management, or a related subject is required.Relevant professional qualification/certification is preferred.Experience:
At least 5 years
