In addition to death and suffering, these events caused enormous losses in assets and well-being. Globally, asset losses from natural disasters were estimated at about US$327 billion a year; moreover, well-being losses were expected to be 60 percent higher. In addition, natural hazards (e.g., floods, drought) have often harmed the productivity of weather dependent sectors, such as agriculture and transport, and jeopardized poverty reduction strategies. South Asia Region (SAR) is highly prone to hydrometeorological and hydro-geological hazards, such as cyclones, floods, thunderstorms, droughts, water induced landslides, heatwaves and glacial lake outburst floods. In this region, between 1960 and 2020, natural disasters have killed over 2.5 million people, and left a further 3.1 billion injured, homeless, or displaced. The risk to well-being was estimated to be particularly high in Bangladesh (3.45 percent of the country's GDP), Nepal (1.64 percent), India (0.44 percent), Sri Lanka (0.26 percent) and Pakistan (0.92 percent).To reduce these losses, the World Bank and other donors have been investing heavily in modernizing the hydromet services and early warning systems at the national level. The Bank is also supporting regional collaboration to build capacity, strengthen regional dialogue and share information, through initiatives such as the South Asia Hydromet Forum (SAHF), a part of the Regional Program on Hydromet, Disaster Risk Management and Climate Resilience. Yet, the benefits of these initiatives are often short-lived. Major challenges include difficulties in operating and maintaining observation equipment, leading to short-lived benefits; lack of high skilled employees, e.g., forecasters and information technology personnel in National Meteorological and Hydrological Services (NMHSs); insufficient, unclear and delayed communication of forecasts of the impact of the weather to end-users, etc. As a result, the current hydromet services generate sub-optimal benefits in terms of lifesaving, economic gains, and environmental protection.Addressing these challenges require a transformational change from modernizing NMHSs in a piecemeal fashion, to a holistic approach which considers all the stages of the Hydromet Value Chain (HVC). Along these lines, the Bank is supporting a regional initiative to build capacity, strengthen regional dialogue and share information, and has helped establish the South Asia Hydromet Forum (SAHF). It has been increasingly argued that strengthening regional collaboration (e.g. increased communication among regional forecasters, data sharing, etc.), investing in issues with comparative advantage for individual countries (e.g. identifying and operating the optimal number of observation equipment, providing operational and maintenance training, developing impact-based forecasting), and enhancing communication with end users are key to successful HVCs in South Asia. This requires regional collaboration and coordination in line with national level investments and activities.Position DescriptionThe web developer will support the development of SAHF Knowledge Hub and DataEx. The objectives are to enhance the existing features of SAHF Knowledge Hub; develop new features of the SAHF knowledge hub as per requirements; develop web features of the DataEx.
