Our initiatives have spanned essential health services—including HIV and nutrition, tuberculosis, global health security, and economic participation.This position is contingent upon funding from the Department of State (DOS).Project Description:Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.Position Summary:The Strategic Information (SI) Advisor serves as the technical lead for all monitoring, evaluation, learning, and data management functions of the EpiC Bangladesh project. The Advisor will be responsible for the design, implementation, and oversight of the project’s SI systems to ensure data-driven decision-making, adaptive program management, and accountability to donors and stakeholders. This role includes leading data collection strategies, ensuring data quality, overseeing evaluations, and fostering a culture of learning. The SI Advisor will work closely with technical leads, implementing partners, government counterparts, and community structures to promote the use of SI across the project lifecycle.Key Responsibilities:Monitoring, Evaluation, and Learning (MEL) System Design and ManagementLead the development, implementation, and refinement of the project’s SI Plan in line with Donor and FHI 360 standards, incorporating both output and outcome indicators.Define clear data collection methodologies, sources, frequencies, and responsibilities for each indicator, including custom Risk Communication and Community Engagement (RCCE); GHS; Maternal, Newborn, and Child Health (MNCH); and nutrition indicators.Develop and manage digital and paper-based tools, templates, and databases for consistent data collection and reporting across national and field levels.Routine Monitoring and Data CollectionLead and ensure the quality and timely implementation of all monitoring, evaluation, research, learning, and knowledge management components of the projectCoordinate regular collection of quantitative and qualitative data from all implementing units, including partners, field offices, and community-level structures.Supervise team of SI professionals and strengthen SI capacity of implementing partnerEnsure that data is disaggregated appropriately to facilitate detailed analysis and reporting.Monitor project progress against performance indicators, targets, and work plan milestones, including service uptake coverage, nutrition interventions, and institutional capacity building.Work closely with technical and operational staff to integrate monitoring into ongoing project implementation and track course corrections as needed.Establish and implement regular Data Quality Assurance protocols including site visits, data validation checks, and audit trails.Provide mentoring and supportive supervision to SI Specialist and data collectors to ensure high-quality data and accurate reporting.Maintain an organized system of documentation for all SI data, analysis, and tools that are auditable and accessible for reporting and evaluation purposes.Analyze monitoring data to generate actionable insights on project performance and share findings with project leadership and donor.Produce clear, user-friendly dashboards, data summaries, infographics, and visual presentations for various audiences, including technical teams, donors, and government counterparts.Lead the preparation of timely and high-quality MEL inputs for quarterly, annual, and final reports, as well as ad-hoc donor requests and learning briefs.Learning, Adaptive Management, and Use of Community FeedbackFacilitate project learning and reflection sessions (e.g., pause-and-reflect workshops, after-action reviews) to promote evidence-based decision-making and program improvement.Integrate community feedback mechanisms (surveys, dialogues, suggestion boxes, hotlines) into the SI system and analyze trends to guide program adjustments.Collaborate with technical leads to ensure that program interventions are continuously refined based on real-time data, feedback, and emerging evidence.Design and deliver tailored SI training, coaching, and mentorship for project staff, implementing partners, community volunteers, and government counterparts.Build capacity of local partners in data management, indicator tracking, evaluation methods, and the use of SI for decision-making.Support the institutionalization of SI practices within key ministries (e.g., Ministry of Health and Family Welfare (MOHFW); Ministry of Women and Children Affairs) and ensure alignment with national systems.Collaboration and Stakeholder EngagementLiaise with the donor, relevant government agencies, and other stakeholders on SI matters to ensure harmonization of data collection, use, and reporting practices.Participate in technical working groups, evaluation steering committees, and knowledge-sharing platforms to contribute MEL insights and promote the project’s learning agenda.Evaluation and Special StudiesDesign and oversee implementation of evaluations, operational research, and special studies (baseline, endline, outcome assessments) as per the project’s SI and learning agenda.Develop terms of reference, manage consultant teams, and ensure ethical and rigorous research methodologies are applied.Synthesize findings into evidence-based recommendations for improving project effectiveness and scalability.Capacity Building and Coordination:Build MEL capacity for project staff, partners, and relevant stakeholders through coaching, training, and technical assistance.Coordinate with national and subnational government agencies (e.g., MOHFW; Directorate General of Health Services), civil society, and One Health stakeholders to harmonize data collection and reporting.Represent the project in SI-related technical working groups, donor meetings, and knowledge-sharing forums.Qualifications and Experience:Master’s degree in Public Health, Social Sciences, Statistics, Demography, International Development, or a related field.Minimum of 7–10 years of progressive experience in SI for USG-funded or other international development programs.Proven experience designing and managing SI systems for complex, multi-sectoral health projects.Strong technical knowledge of monitoring and evaluation methodologies, data analysis, and information systems.Familiarity with USG-donor indicators, CLA approaches, and data visualization tools (e.g., Power BI, DHIS2, Kobo Toolbox, Excel).Experience conducting or overseeing evaluations, learning assessments, and data quality audits.Excellent analytical, communication, and report-writing skills in English and Bangla.Ability to travel regularly to project sites across Bangladesh.Preferred Skills:Prior experience with public health programs in RCCE, MNCH, nutrition, or outbreak response.Experience working with government health information systems and national indicator frameworks.Strong facilitation and presentation skills for diverse audiences.Ability to manage multiple tasks while maintaining attention to detail.The above statements are intended to describe the general nature and level of work and are subject to modification.
