Responsibilities & Context:Nazrul Smriti Sangsad-NSS is a non-government Humanitarian Organization working for advancement of poor men, women, children, youth, excluded people and person with disability since 2000. It is a non-profitable, non-political, child and gender sensitive organization. It always values all diversified people without discriminating religions, casts, creeds and suppresses all sorts of discrimination with ethnic and minority people. It also values class and levels of team members as well as beneficiaries.NSS is going to implement a project titled“Partnerships for Improved Reproductive, Maternal, Neonatal, Child and Adolescent Health (RMNCAH) in Coastal Bangladesh” which is funded by Margaret A. Cargill Philanthropies (MACP) and supported by Concern Worldwide. The project will be implemented at Amtali and Taltoli upazilas under Barguna district.The project duration is January 2023 to December 2026. NSS is seeking a competent Technical Advisor who has excellent experience in implementing projects on Reproductive, Maternal, New-born, Child and Adolescent Health or similar type of project. The Technical Advisor is responsible for proving support to the health service to ensure quality service including capacity building of the team members and assist the Project Team and Govt service providers. He/She maintains liason and coordination with with the wide range of stakeholders including the Govt. Officials of the project aligned Departments, Upazila Administration, Civil Society, LGIs and District/Divisional level Govt. Officials (if needed).Job Location: Barguna Civil Surgeon Office/DDFP Office (Amtali and Taltoli Upazila of Barguna District).Key Responsibilities:Advocacy, Lobbying, and Policy EngagementAdvocate for filling up gaps - human resources, supplies, logistics, Family Planning commoditiesLead health-focused advocacy initiatives to improve RMNCAH service quality and equity.Assist in development of RMNCAH action plans and advocate for RMNCAH inclusion in district and Upazila-level health plans and budgets.Support the development of policy briefs, technical memos, and RMNCAH evidence packages.Liaise with key decision-makers to influence supportive policy environments and resource allocation.Government Coordination and LiaisonServe as the primary person liaison with respective district and upazila level health and family planning offices.Attend and contribute to district and upazila health and family Planning Coordination Committee meetings to share information and address implementation challenges.Document learnings and sharing at the district/upazila level forumsEnsure strong collaboration with Upazila Health Complexes and related health facilities (CCs/UH&FWCs/Sub-centers/MCWCs) and relevant government departments.Stakeholder EngagementCoordinate with LGIs, civil society, NGOs, and professional health networks.Organize and facilitate joint planning workshops, public health events, and consultations.Build strategic relationships to promote ownership, sustainability, and accountability.Technical Support and Capacity StrengtheningProvide technical support and guidance on RMNCAH standards, protocols and service quality improvement.Identify capacity gaps and support capacity building initiatives for front line workers and partners, including mentorship and coaching to healthcare providers to enhance their RMNCAH knowledge and skills.Conduct regular field visits to health facilities to assess service delivery and provide onsite technical support to the project team to enhance capacity for quality implementationParticipate in monitoring joint visits, technical reviews and quality assurance activities. Identify bottle necks and recommend corrective actions.Documentation and ReportingDocument all advocacy, lobbying, and coordination activities.Provide monthly progress report including challenges, and recommendations.Support documentation of best practices, success stories, and policy contributions.Education Requirements:
  • Bachelor of Medicine and Bachelor of Surgery(MBBS)
MBBS from a recognized medical college/university.Experience:
  • At least 5 years
  • The applicants should have experience in the following business area(s): NGO
Additional Job Requirements:
  • Age At most 50 years
Experience:At least 5 years' working experience in INGOs/NGOs in health and Family Planning sector as public health expert with sound knowledge in health systems with particular focus on SRHRProven involvement in advocacy, lobbying, and multi-stakeholder coordination.Working in GOB set up will be an added advantageProven ability to work effectively with diverse stakeholders.Skills:Strong understanding of the national health system with particular focus on RMNCAHExcellent communication, negotiation, and interpersonal skillsReport writing skills in both English and BengaliIT skills especially in Microsoft Word, Microsoft Excel, Power Point other graphical software with internet communication. Experience of MIS data entry will be preferable.Skilled in motorcycle driving with a valid driving licenseAdditional Requirements:Willingness to be based full-time at the Civil Surgeon/DD-FP Office.Ability to travel to CCs/UH&FWFCs/MCWCs/UHCs and other remote locations as required.Commitment to NSS values, human rights, gender equality and safeguarding principles.Excellent facilitation/coaching skills in orientation, training, workshop, meeting, seminar etc.Selected person must sign in the declaration forms of Gender Policy, Child Protection Policy, Safeguarding Policy, Anti-Sexual Harassment Policy and Anti-Corruption.Contact and Key Relationship:He/she will maintain contact with the Focal Person Concern Worldwide, and NSS - Programme Director/Project Coordinator/Finance and Admin other senior management team, project staff, civil society, development actors and government officials.Working Condition:The Technical Advisor will be based at the district level GOB office and spend at least 70% of the time on field visits. He/she will undertake project management in a creative, committed, professional and punctual manner.
