Responsibilities & Context:The Society for Health Extension and Development (SHED), a national NGO dedicated to serving communities in Cox's Bazar and Noakhali, is currently looking for experienced professionals. We are implementing a multi-sectoral project," Improve access to lifesaving nutrition and water, sanitation and hygiene (WASH) services to reduce vulnerability and health risks among Rohingya refugees and host populations in Cox's Bazar," with support from ACF. This project, which is funded by CDCS, will be active from September 2025 to June 30, 2026. We invite applications from qualified candidates for the position listed below:Job Location/Base: Ukhiya, Cox's BazarReports to: Project CoordinatorContract Duration: Up to June 2026The Finance Officer will be responsible for ensuring efficient and effective financial support to the projects and programmes, ensuring adequate funds, timely and professional payment to suppliers. S/he will also ensure efficient and effective grant compliance and grant reporting system for the project including timely financial reporting to the organization. S/he will also be responsible for ensuring consistent, transparent and realistic budgeting, accounting, and analysis of the budget and provide support to the Project Manager for appropriate cost allocation and budget codes.ResponsibilitiesFinancial Planning and Budgeting: Develop, manage, and monitor project budgets, including work plans and tracking expenditures.Grant and Financial Management: Process transactions, maintain records, and ensure compliance with donor and organizational policies.Reporting and Compliance: Generate financial reports for stakeholders and donors and assist with internal and external audits.Risk Management: Identify and mitigate financial risks like fraud and overspending through robust controls.Support and Capacity Building: Provide financial guidance to the project team and partners, and act as a liaison.Education Requirements:
  • BBA and MBA in Accounting, Finance or a relevant subject
  • Chartered Accountancy Course Completed will be given preference.
Experience:
  • At least 4 years
  • The applicants should have experience in the following business area(s): NGO
Additional Job Requirements:
  • Age At most 40 years
● At least 04 years' experience in grant management/finance/accounting roles with a national / international NGO.● Knowledge of the operational and compliance requirements for Emergency Projects will be considered an added advantage.● Experience in financial risk management and budget analysis.● Proven experience of developing and facilitating training workshops for finance and non-finance persons.● Effective organisation and analytical skills.● Strong coordination, negotiation and communication skills.● Proven record of meeting demanding deadlines.● Computer literacy, particularly in Microsoft Office programmes such as Word and Excel as well accounting packages & other database competencies.● Excellent written and spoken EnglishTechnical Skills:
  • Financial Accounting: Knowledge of accounting principles (e.g., IFRS) and financial software (e.g., Telly, QuickBooks etc.).
  • Budget Management: Proficient in creating, monitoring, and analyzing budgets, including variance analysis.
  • Data Analysis: Strong analytical and numerical skills, with advanced proficiency in MS Excel.
  • Donor Compliance: Understand the financial rules and reporting requirements of major international donors (e.g.,ACF, CDCS, The World Bank EU, UN).
Soft Skills:
  • Communication: Clearly explain financial information to both finance and non-finance colleagues.
  • Attention to Detail: Meticulous about accuracy in all financial records and reports.
  • Problem-Solving: Propose practical and effective solutions to financial issues.
  • Ethics and Integrity: A strong sense of honesty and ethics is crucial for managing donor funds.
  • Teamwork: Ability to work collaboratively within a project team and build relationships.
  • Financial Management:
  • Experience with day-to-day accounting operations, including accounts payable, accounts receivable, and bank reconciliations.
  • Proficiency in payroll management, including preparing salary sheets for staff and processing volunteer stipends.
  • Strong knowledge of financial forecasting, budgeting, and monitoring.
  • Practical experience in managing financial books and ensuring all transactions are accurately recorded and reconciled.
Technical and Administrative:
  • Advanced computer literacy with a focus on digital accounting software (e.g., QuickBooks, Tally).
  • Proficient in Microsoft Office Suite, particularly Excel for data analysis and reporting.
  • Experience with procurement systems and a clear understanding of donor-specific compliance requirements.
Organizational and Interpersonal:
  • Excellent written and verbal communication skills in English.
  • A deep understanding of NGO financial systems and reporting standards.
  • The ability to work independently and as part of a team.
  • Demonstrated flexibility to work overtime when necessary to meet deadlines.

The organization has flourished and stepped into one of the reputed Non-Government National Organizations in Bangladesh and engaged in transforming the lives of the community people towards positive changes in selected areas of the country. Currently SHED has been implementing fifteen more projects with Department of Women Affairs DWA of GoB, UN-WFP, UNICEF, HANDICAP INTERNATIONAL, Action Against Hunger, Solidarites International, CARE Bangladesh, USAID, Aroynak Foundation, GIZ in different upazilas of Chittagong and Cox`s Bazar District.
