The Center leverages RTI’s longstanding local partnerships to bring together governments, civil society, the private sector, and communities to define problems and jointly create sustainable solutions in countries around the world.Project DescriptionThe purpose of the USAID/Bangladesh Responsive Local Governance Activity (RLGA) is to support local elected government institutions to be more effective, responsive, inclusive and accountable institutions to address social issues and provide quality basic services to the most marginalized.Position DescriptionRTI is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID Responsive Local Governance Activity in Bangladesh. The Deputy Chief of Party will be responsible for providing technical oversight and technical management for the team. This position will provide assistance in project planning, oversight, staff and partner management, and coordination with local and international stakeholders.The Deputy Chief of Party will report to the RTI Chief of Party and will be based in Dhaka, Bangladesh.This position is contingent upon award and funding
Responsibilities
  • Supports the Chief of Party in leading all technical aspects of the activity, including providing oversight to all field activities. Provide solutioning to overcome technical challenges.
  • Coordinates the development, implementation, and reporting on detailed management plans that may include implementation plans, deliverable tracking, and work planning for all technical activities.
  • Coordinates with the Monitoring, Evaluation, and Learning (MEL) Manager to track and report on programmatic achievements and success stories as required for project deliverable reporting.
  • When necessary, works closely with key RTI staff, government and non-government officials, contractors and USAID staff to ensure full compliance with local laws, while integrating with RTI systems and procedures.
  • Supports COP to ensure compliance for financial procurement and related operations systems with RTI policies and procedures, USAID rules and regulations, and local laws.
  • Performs other duties as assigned.
Qualifications
  • A Bachelors degree and 12 years of experience, a Master's degree and 10 years of experience or equivalent combination of education and experience.
  • Ten (10) years of progressively responsible experience implementing projects that are similar to this activity in terms of complexity. Preference given to experience implementing USAID-funded projects.
  • Demonstrated ability to work with a wide range of government and civil society counterparts and private sector partners.
  • A demonstrated track record of progressively responsible project management experience implementing complex donor-funded projects with multiple activities;
  • A demonstrated ability to strengthen and integrate transparency and accountability, inclusive citizen engagement, civil society capacity, service delivery monitoring and local government – CSO coordination while ensuring that no group is excluded.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary and inclusive teams.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Excellent communication and interpersonal skills.
  • Ability to diplomatically resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
  • Relevant professional experience working on successful, multi-year development projects in the area of responsive governance, local governance service delivery or related programming in Bangladesh preferred.
  • A strong understanding of and ability to effectively function in the Bangladeshi political, cultural, and social landscape, as well as a proven track record of working effectively with host-country governments at various levels.
  • Experience working in politically sensitive environments.
  • English proficiency is required and Bangla language skills required.
  • A thorough knowledge of USAID and other USG assistance policies and reporting requirements is required.
