The Center leverages RTI’s longstanding local partnerships to bring together governments, civil society, the private sector, and communities to define problems and jointly create sustainable solutions in countries around the world.Project DescriptionThe purpose of the USAID/Bangladesh Responsive Local Governance Activity (RLGA) is to support local elected government institutions to be more effective, responsive, inclusive and accountable institutions to address social issues and provide quality basic services to the most marginalized.Position DescriptionRTI is seeking a Chief of Party (COP) for the anticipated USAID Responsive Local Governance Activity in Bangladesh. The COP will be responsible for overall project performance, management, and execution ensuring all project deliverables are met or exceeded within budget and in compliance with RTI and USAID rules and regulations and local law. This position will provide project planning, oversight, staff and partner management, and coordination with local and international stakeholders. The COP will build and maintain strong and favorable client, partner, community, home office, and team relations.The Chief of Party will report to the RTI home office and will be based in Dhaka, Bangladesh.This position is contingent upon award and funding.
Responsibilities
  • Provides overall strategic, technical leadership, oversight, and management to the program.
  • Oversees and chairs the Senior Management Team.
  • Coordinates and communicates with USAID and RTI home office on technical and financial matters, and implementation of and reporting on programming.
  • Interfaces regularly, formally and informally, with the USAID AOR on technical, management and key decision-making to ensure that activities meet expectations.
  • In coordination with the USAID AOR, represents the activity and communicates with the Government of Bangladesh and other donor programs and stakeholders to coordinate and leverage additional resources.
  • Ensures timely completion of required plans, technical deliverables, and reports including work plans, monitoring and evaluation plans, quarterly and annual reports, success stories, and other written documents.
  • Ensures that project financial controls and systems comply with accepted accounting practices that meet USAID standards and regulations.
  • Reports to the RTI Home Office Program Manager.
Qualifications
  • A Bachelors degree and 15 years of experience, a Master's degree and 12 years of experience or equivalent combination of education and experience.
  • Ten (10) years (minimum) of work experience in the above-mentioned or related fields including solid experience and expertise in the areas of working with local elected officials, government institutions, government accountability, inclusive civil society engagement, empowering marginalized citizens, and enabling basic service delivery.
  • Ten (10) years minimum experience adeptly managing a technical, professional and administrative staff and coordinating with project partners, USAID implementing partners and other donor-funded programming.
  • A proven ability to work constructively with a diverse range of development actors and accommodate divergent interests and agendas. This includes an ability to establish and maintain excellent contacts with government officials at the national and local levels, civil society organizations, media organizations and other donors.)
  • Relevant professional experience managing and implementing successful, multi-year development projects in the area of responsive governance, local governance or service delivery in South Asia, experience in Bangladesh preferred.
  • An understanding of and ability to effectively function in the Bangladeshi political, cultural, and social landscape, as well as a proven track record of working effectively with host-country governments at various levels.
  • Experience working to integrate good governance across sectors to enable improved service delivery strongly preferred.
  • Experience working in politically sensitive environments.
  • English proficiency is required and Bangla language skills desired.
  • A thorough knowledge of USAID and other USG assistance policies and reporting requirements is required.
