Responsibilities & Context:The Officer - Estate and Facilities Management is responsible for supporting the effective management, administration, and safeguarding of the University's estates, lands, and facilities. The position ensures that all property-related matters are managed in line with statutory requirements, institutional policies, and best practices, while contributing to the sustainable development and utilization of the University's physical assets.Key Responsibilities1. Estate Administration & Record Management· Maintain up-to-date records of all University-owned and leased properties, including land deed execution, lease agreement and renewal, lease payment, tenancy agreement execution, new land acquisition, LD tax payment and land title transfer activities.· Ensure safe custody of estate-related documents by recording in the register, both in physical and digital formats.2. Legal & Compliance· Assist in ensuring compliance with national land and property regulations, taxation laws, and other statutory requirements.· Liaise with relevant government offices, regulatory bodies, and legal counsel regarding estate and property matters and vigorously advocate for the interests of the University.· Monitor and report on any estate disputes, encroachments, or risks and oversee the overall process of de-occupation.· Assist Registrar Office to solve all AUW land related disputes.3. Maintenance & Facilities Support· Coordinate with facility management teams to ensure proper maintenance, safety, and upkeep of University premises, including academic buildings, hostels, staff residences, and open spaces.· Assist in planning and supporting campus development projects in collaboration with the Engineering/Planning department.· Monitor the effective utilization of land and building resources for academic and administrative purposes.4. Stakeholder & Community Liaison· Build and maintain professional relationships with local authorities, landlords, tenants, and community representatives in matters concerning University property.· Facilitate coordination between University departments and external stakeholders for estate-related issues.· Assisting the University in performing all land and infrastructure related tasks of various departments such as City Corporation, WASA, Electricity, Environment, CDA, DC Office, AC Land Office, Tehsil Office, BIDA Divisional Commissioner Office and other institutions of the ministry to solve university's pending issues.5. Reporting & Advisory Support· Prepare periodic reports, briefs, and documentation on the status of University estates, properties, and ongoing projects and presenting them to the higher authorities.· Provide recommendations to senior management for the improvement of estate administration and compliance processes.· Support audits, inspections, and reviews of property-related matters as required.6. Assist Registrar Office on Construction Management and Others· Assist Registrar to oversee the construction management team and to supervise the construction work in order to ensure adherence to quality, safety, and scheduling standards.· Assist Registrar to manage critical on-site issues, collaborating with consultants and contractors to implement effective solutions.· Oversee material selection in consultation with the architectural consultant and ensure proper integration of structural, mechanical, electrical, and plumbing (MEP) systems.· Provide technical leadership on the project, leveraging expertise in structural complexities, MEP system integration, and site challenges. Ensure that all construction activities comply with the codes, standards, and best practices· Must identify potential risks to the project construction, timeline, quality & budget and develop mitigation strategies accordingly.· Monitor project schedules and provide actionable solutions to meet the project timeline.· Assist Register to ensure Safety Security & Fire Safety at the campus (MM Ali, SV, TT & Continental)7. Estate Management and others· Oversee the construction management team and lead the supervision of the construction work to ensure adherence to quality, safety, and scheduling standards.· Manage critical on-site issues, collaborating with consultants and contractors to implementeffective solutions.· Oversee material selection in consultation with the architectural consultant and ensure proper integration of structural, mechanical, electrical, and plumbing (MEP) systems· Provide technical leadership on the project, leveraging expertise in structural complexities, MEP.· Better communication with BIDA & Ministries to solve university's pending issuesQualifications & Requirements· Bachelor's degree in Real Estate Management, Business Administration, Law, Public Administration, or a relevant discipline.· 5-7 years of professional experience in estate/property management, surveying, or estate administration preferably within an educational institution or public sector organization (experience in government land offices or similar institutions will be highly valued).· Sound knowledge of land laws, property registration procedures, and regulatory compliance in the higher education sector.· Proficiency in MS Office and digital documentation systems.· Excellent communication, negotiation, and report-writing skills.· High integrity, attention to detail, and ability to manage confidential information.Core Competencies· Estate and Property Administration· Legal and Regulatory Compliance· Stakeholder Engagement and Negotiation· Documentation and Record Management· Analytical and Problem-Solving Ability· Professionalism, Integrity, and AccountabilityExperience:
